He ordered the EPA to take steps to lower that risk, but didn\u2019t say what those measures should be.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm1i8zf0s00083b6m7uz2kczm@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            The judge\u2019s ruling is another striking dissent to a practice that has been hailed as one of the greatest public health achievements of the last century. Fluoride strengthens teeth and reduces cavities by&nbsp;replacing minerals lost during normal wear and tear, according to the US Centers for Disease Control and Prevention.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm1i8zf0s00093b6mh5m1a1ut@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Last month, a federal agency&nbsp;determined&nbsp;\u201cwith moderate confidence\u201d that there is a link between higher levels of fluoride exposure and lower IQ in kids. The National Toxicology Program based its conclusion on studies involving fluoride levels at about twice the recommended limit for drinking water.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm1i8zf0s000a3b6m9d45d2i1@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            The EPA \u2014 a defendant in the lawsuit \u2014 argued that it wasn\u2019t clear what impact fluoride exposure might have at lower levels. But the agency is required to make sure there is a margin between the hazard level and exposure level. And \u201cif there is an insufficient margin, then the chemical poses a risk,\u201d Chen wrote in his 80-page ruling Tuesday.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm1i8zf0s000b3b6mguagviuj@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cSimply put, the risk to health at exposure levels in United States drinking water is sufficiently high to trigger regulatory response by the EPA\u201d under federal law, he wrote.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm1i8zf0s000c3b6m6t5j7ydf@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            An EPA spokesperson, Jeff Landis, said the agency was reviewing the decision but offered no further comment.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm1i8zf0s000d3b6mn4qs540z@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            In 1950, federal officials endorsed water fluoridation to prevent tooth decay, and continued to promote it even after fluoride toothpaste brands hit the market several years later.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm1i8zf0s000e3b6mve16en8k@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Though fluoride can come from a number of sources, drinking water is the main source for Americans, researchers say. Nearly two-thirds of the U.S. population currently gets&nbsp;fluoridated drinking water, according to CDC data.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm1i8zf0s000f3b6moxohp6h4@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Since 2015, federal health officials have recommended a fluoridation level of 0.7 milligrams per liter of water. For five decades before that, the recommended upper range was 1.2. The World Health Organization has set a safe limit for fluoride in drinking water of 1.5.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm1i8zf0s000g3b6m04ycerw9@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Separately, the EPA has a longstanding requirement that water systems cannot have more than 4 milligrams of fluoride per liter of water. Researchers wondered about the impact on developing fetuses and very young children who might ingest water with baby formula. Studies in animals showed fluoride could impact neurochemistry cell function in brain regions responsible for learning, memory, executive function and behavior.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm1i8zf0s000i3b6mdox948rn@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            The court case, argued in US District Court in San Francisco, started in 2017. The lead plaintiff was a not-for-profit advocacy environmental advocacy organization named Food &amp; Water Watch.
