Kennedy Jr. said Thursday.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm91zcpv500073b6mi1xlhjzt@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Asked during an event Thursday about why the lead program had been cut, Kennedy said, \u201cThere are some programs that were cut that are being reinstated, and I think that\u2019s one of them.\u201d    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm91zcpv500083b6m9ryswdv3@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Kennedy said that most of the cuts to federal health agencies involved administrative positions that were redundant and that the cuts were meant to streamline the agencies to make them work more efficiently.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm91zcpv500093b6m24sjyxqw@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            However, \u201cthere were a number of instances where studies that should not have been cut were cut, and we\u2019ve reinstated them. Personnel that should not have been cut were cut. We\u2019re reinstating them. And that was always the plan,\u201d Kennedy said. \u201cWe talked about this from the beginning.
